Taylor has led R&D capabilities to minimize adverse effects of military operations on civil populations. Developed budgets/projections ranging from $7M – $43M+ and executed $7M budget for a program that covered 100K+ Military Police and other guard forces, including Army Civilian Police at all Army posts. Taylor analyzed requirements to identify problem areas/devise solutions with projects or program. He provided the U.S. Army with munitions and TASER training, and coordinated multiple Joint programs. Received $10M+ to gain support for multiple unfinanced requirements, later approved for research.

He has a Master of Arts in Business and Organizational Security, Webster University and a Bachelors of Science, Criminal Justice, Ferris State University.
