TAYLOR PRESLEY, DIRECTOR OF MILITARY AFFAIRS

Taylor is an accomplished security professional with more than  20 years of progressive leadership within a large, diverse organization. Breadth of expertise in Project,  Program, and Operations Management, leading Law Enforcement, Security, Personnel, Training, and  Communications initiatives. He has managed multiple projects, executing contingency plans, meeting  tight deadlines, and guiding critical analysis and continuous improvement. As a natural communicator,  Taylor has effectively liaising at all levels and across cultures, while leading multifunctional teams  toward a common goal. Success derived from application of lessons learned analysis and industry best  practices to ensure effective analysis, training, leadership, and communications in delivering stakeholder  objectives on time and within budget. 

Director of Operations, Military Police Organization, Fort Leonard Wood, MO. Taylor managed 13  military and civilian personnel within a Military Police organization of 5K personnel, including training  units and education schools. Managed resources to train 16K+ trainees and students annually. Tracked  training data, managed physical security, personnel protection, and antiterrorism programs. Ensured  compliance with all agreements and liaised with multiple agencies and training divisions

Taylor has led R&D capabilities to minimize adverse effects of military operations on civil populations.  Developed budgets/projections ranging from $7M – $43M+ and executed $7M budget for a program that  covered 100K+ Military Police and other guard forces, including Army Civilian Police at all Army posts.  Taylor analyzed requirements to identify problem areas/devise solutions with projects or program. He  provided the U.S. Army with munitions and TASER training, and coordinated multiple Joint programs.  Received $10M+ to gain support for multiple unfinanced requirements, later approved for research.  

Taylor has applied experience in civilian policing/experience, resulting in successful execution of 50+  missions. He has a Master of Arts in Business and Organizational Security, Webster University and a Bachelors of Science, Criminal Justice, Ferris State University. Taylor is a Master of Kung Fu San Soo with 31 years of training.
